Visit to deepen China-Vietnam ties

Recent geopolitical developments have generated profound uncertainties in the global landscape, which could impact China's pursuit of developing new quality productive forces as well as Vietnam's efforts to cultivate its own new productive forces. Both sides consider these circumstances disadvantageous.

At the same time, these global uncertainties provide an opportunity to both China and Vietnam to accelerate the implementation of common understandings reached by the leadership of both countries and political parties.

The current shifts in the global and regional landscape underscore the need to build strategic trust through substantive and comprehensive cooperation.

In this context, the state visit of To Lam, president of Vietnam and general secretary of the Communist Party of Vietnam Central Committee, becomes a beacon of strategic importance.

This partnership is instrumental in realizing the objectives set during China's national two sessions and the strategic milestones outlined at the 14th National Congress of the CPV.

In today's complex global landscape, where geopolitical tensions have complicated socio-economic growth and the shared security and development paradigms of both nations, both countries are keen to enhance cooperation in key areas.

From transportation infrastructure and agricultural trade to high-tech sectors such as artificial intelligence, semiconductors and clean energy, the agenda is ambitious and forward looking.

Lam's visit also highlights Vietnam's pivotal role as a strategic bridge between ASEAN and China. For China, fostering ties with Vietnam serves as a catalyst for strengthening its broader engagement with ASEAN.

Vietnam reaffirms that China is a top priority in its foreign policy agenda, while Beijing continues to view Hanoi as the primary focus of its neighborhood diplomacy.

This prioritization is clearly exemplified by the timing of the visit, occurring shortly after the successful conclusion of the 14th National Congress of the CPV and the emergence of a new leadership.

The visit demonstrates a proactive diplomatic approach, reinforcing Vietnam's capacity to facilitate dialogue and act as a vital link in the China-ASEAN relationship.

Notably, China and Vietnam maintain robust coordination and cooperation within multilateral mechanisms.

For example, both countries share a mutual perspective on upholding multilateralism — centered on the United Nations and underpinned by international law — while supporting each other's key developmental initiatives and active roles in multilateral forums, particularly the UN, ASEAN and the Mekong-Lancang Cooperation among others.

The "common understandings" reached between the two parties and nations is the primary impetus for the intensification of high-level exchanges.

These visits are critical for consolidating strategic trust, particularly amid the escalation of global geopolitical tensions. These interactions strengthen the foundational pillars that underpin the China-Vietnam relationship.

Through frequent high-level contacts, bilateral ties have evolved into an exemplary model in the foreign policies of both China and Vietnam. In the past four years, the top leadership of both parties and states has made a series of reciprocal visits.

Through this regular dialogue mechanism, both sides can effectively align their respective strategic requirements and development aspirations, thereby deepening mutual understanding and ensuring the timely resolution of emerging challenges.

Lam's visit will also enhance the effectiveness of bilateral and multilateral mechanisms that promote peace, stability, prosperity and development within the region and the world.

Specifically, bilateral frameworks — such as the "3+3 strategic dialogue" involving the ministers of foreign affairs, defense, and public security — are being bolstered within the framework of the 17th meeting of the China-Vietnam Steering Committee for Bilateral Cooperation. The promotion of defense and security mechanisms has established a solid foundation, ensuring that cooperation in these fields becomes more practical, stable and sustainable.

Both sides have also maintained regular exchanges and cooperation mechanisms on maritime issues.

These efforts emphasize the importance of properly managing and settling differences, thereby contributing to the maintenance of a peaceful and stable environment conducive to regional development.

Overall, Lam's official visit to China underscores the imperative of comprehensive bilateral relations to achieve both nations' socio-economic and high-tech developmental goals amid geopolitical tensions. Frequent high-level exchanges help consolidate bilateral trust.

The visit advances substantive cooperative mechanisms, including robust defense dialogues and the peaceful management of maritime differences, thereby fostering regional stability and inclusive development.
