An article by Xi Jinping, general secretary of the Communist Party of China Central Committee, on establishing and practicing a correct understanding of governance performance was published on Wednesday.
The article by Xi, who is also Chinese president and chairman of the Central Military Commission, was published in this year's seventh issue of the Qiushi Journal, a flagship magazine of the CPC Central Committee.
Titled "Establishing and Practicing a Correct Understanding of Governance Performance", the article is a collection of excerpts of Xi's important discourses on the issue made between December 2012 and February 2026.
In late February, the CPC launched a Party-wide campaign to guide its members, especially officials, in establishing and practicing a correct understanding of governance performance. The campaign will run until July.

Noting that this year marks the first year of implementing the 15th Five-Year Plan (2026-30) and will see transitions of local leadership teams at various levels, the article stresses the importance and necessity of guiding leadership teams and leading officials at various levels to establish and practice a correct understanding of governance performance.
It also calls for earnest and solid efforts to address prominent problems, establish sound systems and rules, and improve accountability mechanisms, so that institutions can fully play their role in guiding and motivating the performance of officials.
