Xinjiang commits to further optimizing its business environment

Northwest China's Xinjiang Uygur autonomous region plans to roll out five targeted campaigns this year with 16 measures to foster a more stable, fair, transparent, and predictable business environment for market entities, according to its 2026 action plan for optimizing the business environment.

The campaigns aim to break down market barriers, optimize resource allocation, enhance government efficiency, strengthen legal safeguards, and facilitate trade and investment.

At a high-level regional meeting in Urumqi on Wednesday, Erkin Tuniyaz, chairman of the region, said that based on a scientific evaluation of progress made over the past three years and adhering to a problem-oriented approach, the regional government has decided to implement the action plan and launch the campaigns in 2026.

The chairman pointed to the timing of the meeting, which came after the Spring Festival holiday ended on Monday, as a reflection of the region's commitment to these efforts. He urged departments to prioritize optimizing the business environment as a top task.

Wen Hua, secretary of the leading Party members group of the Xinjiang regional development and reform commission, elaborated on the action plan. Key measures include tackling "involution-style" competition in key industries—referring to a cycle of excessive competition for limited resources—and regulating investment promotion activities to ensure fair competition. Financial support will be expanded, such as allowing micro, small, and medium-sized enterprises to renew loans without repaying the principal, and conducting regular campaigns against arbitrary charges.

To stimulate technological innovation, authorities plan to establish evolving lists of demand scenarios in industrial upgrading and new infrastructure, alongside capability inventories for new technologies, products, and services. A number of platforms for shared technology research and development and pilot-scale testing will also be built.

Wen also mentioned new administrative law enforcement regulations, to go along with strengthened intellectual property protection and regional measures to implement the law on promoting the private economy.

During the meeting, representatives from the Xinjiang regional administration for market regulation, Xinjiang Rural Commercial Bank, the governments of Urumqi, Ili Kazak autonomous prefecture, and Kashgar prefecture, and other institutions shared their experiences and outlined plans to improve the business environment.
