Party leadership central to effectively deepening reform in critical sectors

The important remarks made by the top leader at a recent study session for officials at the provincial and ministerial level will unite thinking and action from all sections of society to promote China's bid to comprehensively deepen reform and opening-up.

China's reform and opening-up will never end. Even the third plenary session of the 20th Communist Party of China Central Committee in July made systematic arrangements to further deepen reform and promote Chinese modernization. The top leader elaborated in detail which major principles should be firmly adhered to in the country's bid to deepen reform, and how and where reform should be carried out. Stressing that reform is a process of adjusting established norms that do not appeal to all, the top leader said all the people must keep the whole picture in mind and correctly analyze personal "gain and loss" in the nation's overall reform.

Reform is a gradual process that cannot be achieved overnight, so every work should start from reality, and concrete and steady efforts should be made to increase the momentum for the final victory. While advancing reform, the legitimate rights and interests of all citizens and legal persons should be protected.

All these will provide specific, practical and operable guiding principles for China's bid to comprehensively deepen reform at a time rife with complicated and volatile situations at home and abroad.

Planning helped China's reform in the past, and to further comprehensively deepen reform, the country must focus on promoting Chinese modernization. How China turns the blueprint into reality depends on its further deepening reform in an all-round way.

China's vigorous efforts to advance reform and promote innovations in theory, practice and institutions will provide a strong driving force and institutional guarantee for advancing Chinese modernization.

For a country with a population of 1.4 billion, the advancement of further reform is not easy. Scientific methods need to be employed and various complicated relationships, such as the one between reform and opening-up, need to be handled properly.

However, there is no turning back for China, especially considering the country is at a critical juncture in its bid to build itself into a strong country and promote national rejuvenation. The more complex the situation is, the more it needs to boost its confidence, gather strength, and open up new horizons for reform and development. The top leader's remarks indicate the country is on the right track.
