The average surveyed urban unemployment rate was 5.5 percent in March, and that of those aged 16 to 24 was 16 percent. These are markedly higher than the figures last year.

The main influence comes from the novel coronavirus epidemic that has been breaking out in many parts of the country. To control the virus at an early date, local governments are implementing the dynamic clearing policy, which has resulted in lockdowns in some regions.

Moreover, about 10.76 million people will graduate from college this year, the highest number in history and 1.67 million more than that of last year. This will further aggravate the imbalance between the supply of jobs for young people and the demand.

The trend of smart manufacturing, automation and big data has put forward new requirements for labor. This requires China to reform its traditional education mode and increase the training of skilled talents and innovative talents on a large scale.

Under the influence of economic transformation and the epidemic, many young people are displaying the tendency to avoid risks and uncertainties when choosing jobs, and they tend to look to secure stable employment.

That's why it is difficult for private and individual enterprises to recruit, while the competition for jobs in State-owned enterprises and government agencies is fierce.

The government should introduce effective support policies to encourage young people to work in non-public enterprises and manufacturing.

It is necessary for the government to improve the social security safety net and include unemployed young people in it. It should not only provide unemployment relief for them, but also establish online communities and offline organizations to provide various kinds of help for unemployed young people, including public welfare job introduction, skills training and lectures.

The government should not only provide certain material security for these young people, but also organize them and guide them and cultivate them, so as to better integrate young people into society and help them acquire positive and enterprising values.
