Simply distributing AEDs is not enough. Incidents can happen everywhere, especially in public transit where people are riding daily in record numbers, so it is critical staff is prepared for any first aid emergencies that could happen. They should have basic first aid knowledge, and know how to act and respond in a critical situation.
