National security legislation an umbrella for HK

The national security legislation for Hong Kong will free the city from fear - except for a small minority of serious criminals, says Zhang Xiaoming, deputy director of the Hong Kong and Macao Affairs Office of the State Council. Zhang made the comments on Monday to reassure Hong Kong people.
