If China had competent English teachers it would not have to draw on foreign resources. In most countries of the world, local teachers can effectively lift their own pupils to bilingual proficiency. The Chinese can only teach their pupils to repeat a single word with the same pronunciation and accent as their teacher. Try to have a good conversation with a Chinese English teacher! Seven out of ten don't speak the language and never read anything in English except the same textbook their hapless pupils have to learn from!
